Présentation et objectifs:

Street Addressing is an invaluable tool for city management, although often misunderstood. It provides an opportunity to (a) create or update a map of the city that can be used by different municipal departments, (b) conduct a systematic survey that collects targeted information on the city, its services, businesses and population and (c) set up a database on the built environment that is, too often, unavailable. Information collected is associated with an address, thus making it locatable. This database is key in countries with rapidly growing urban areas where local authorities have lost control of the urbanization process.

Street Addressing has many applications:

  • For the public, it creates a sense of citizenship and civic identity and it makes the city more user-friendly by (a) enabling people to get around, (b) facilitating the delivery of emergency and other services, and (c) locating urban facilities.
  • For local governments, (1) it helps to spatially locate infrastructure, services, public facilities, and municipal assets and facilitate the programming of recurrent maintenance (e.g solid waste, street maintenance) and the planning of new investments; (2) it helps to to improve local tax collection and tax base identification; (3) it helps addressing a number of land management issues. In countries/cities where land registration systems are lagging, where judicial systems are unable to respond to multiple claims, where illegal/informal settlements are prevalent , a Street addressing system can help define occupancy at the block level (rather than ownership at the plot level) and can facilitate a greater sense of security as well as a better integration in the urban fabric.
  • For the private sector, it enables utility concessionaires to manage their networks more effectively and boost local economic development.

The objective of the course is to raise awareness of the importance of street addressing for city management, service delivery and maintenance, public asset management, land management, municipal resource mobilization, and business development.

Its content includes step by step methodology, case studies, videos, web discussion forums moderated by experts, basic web tools for mapping and real life applications.
